due to a accident my handlebar balancer got quite damaged and resulting the whole piece came out.. Anyone know how to install new one with the nuts and washers out.?

I take it your talking at the bar ends ..

See the above link ,find the handle bars in the parts section and you see how it all fits together.
Some parts might still be stuck in the bars ,if so then take the other bar end off and push some thing threw the bars to get it out ....the bars are hollow.
Aftermarket "bar ends" are cheap ,better looking ..you get them at any large bike shop.
