Could be the shop, after putting the bike together forgot to check off tool kit, and the sales person forgot to include it in the paperwork. I got a big thick strong paperboard envelope with all kinds of stuff in it, including the owners manual.

Not sure if its your first bike .
But stand on the left side of the bike and under the edge of the rear seat you will see a key hole ,to take the seat off ,your manual and tool kit is under the seat.
